Fair Banking Officer
Summary
At Security Bank and Trust Company, the Fair Banking Officer is responsible for developing, implementing, and monitoring the institution’s fair banking compliance program to ensure adherence to federal regulations including the Equal Credit Opportunity Act (ECOA), Fair Housing Act (FHA), Community Reinvestment Act (CRA), and related consumer protection laws.
Responsibilities
- Program Development & Management
• Develop and maintain fair banking compliance policies, procedures, and internal controls
• Implement comprehensive fair banking compliance programs
• Oversee fair banking risk assessments and monitoring systems
• Ensure compliance with fair housing requirements
• Maintain documentation of compliance activities and findings
• Stay current with regulatory changes and update policies accordingly - Monitoring & Analysis
• Monitor and evaluate banking practices to prevent discriminatory practices including redlining
• Review applications, underwriting decisions, and pricing for fair banking compliance
• Analyze banking data to identify potential disparities or redlining concerns
• Evaluate marketing and advertising materials for compliance with fair banking laws - Training & Education
• Develop and conduct fair banking training programs for employees and Board
• Keep staff and Board updated on regulatory changes and compliance requirements
• Provide guidance on fair lending issues to business units - Risk Management
• Identify and assess fair banking risks across all bank activities
• Implement controls to prevent discriminatory banking practices
• Consider impacts of CRA compliance on the fair banking program and vice versa - Regulatory Reporting & Examinations
• Prepare fair banking compliance reports for management, Board, and regulatory agencies
• Coordinate regulatory examinations and audits
• Respond to regulatory inquiries and examination findings
• Maintain relationships with regulatory agencies and third parties
• Develop remediation plans when compliance issues are identified
Education & Experience
- Bachelor’s degree in business, finance, law, or related field
- Advanced degree or Certified Regulatory Compliance Manager (CRCM) is preferred
- 5+ years’ experience in banking compliance, fair banking, or related field
Other Skills
- In-depth knowledge of fair banking regulations and CFPB requirements
- Strong analytical and problem-solving skills
- Excellent written and verbal communication abilities
- Experience with compliance management systems
- Experience with fair lending software and analytics tools
- Knowledge of statistical analysis and fair banking modeling
- Background in consumer protection
